Agencies

  • San Diego County Planning & Development Services (PDS)Plan check for unincorporated areas, through Accela Citizen Access. The City of San Diego runs its own Development Services Department.

Reviews & clearances we often see

  • San Diego County Fire Protection District plan review, routed through PDS

  • DEHQ review for septic (OWTS) lots

  • Public Works

  • Water districts and Project Facility Availability forms

  • School district fees

  • Coastal programs in coastal cities

  • Fire hazard zones: the County Fire Protection District adopted the local map by Ordinance 10951 (August 2025)

How a project usually moves

In our experience, projects here usually move through a property summary review, PDS plan check, fire district review, DEHQ septic approval on rural lots, correction rounds, and then Ready to Issue.

County agencies cover unincorporated areas. Each incorporated city has its own building department and timelines.
